Our mission is to protect life and property, enforce the law with fairness and integrity, and maintain peace and order within the City of Donna. It is both an honor and a privilege to serve the citizens of Donna as Chief of Police. Our department is committed to providing professional, responsive, and community-oriented policing services that protect the lives, property, and rights of every individual within our city.
The men and women of the Donna Police Department work each day diligently to uphold the law while treating every member of our community with dignity, fairness, and respect. Policing today requires not only enforcing the law but also strong partnerships with the community we serve.

Chief Gilbert Guerrero

About the Chief
Chief Gilbert Guerrero has more than 35 years of law enforcement experience and currently serves as the Chief of Police for the City of Donna, Texas.
Chief Guerrero began his law enforcement career in 1991 after graduating from the Lower Rio Grande Valley Regional Police Academy in San Benito, Texas. He initially served with the Alamo Police Department before joining the Pharr Police Department in 1993.
During his tenure with the Pharr Police Department, Chief Guerrero held several key positions, including Patrol Officer, Criminal Investigator, Patrol Sergeant, Investigations Sergeant, Internal Affairs Sergeant, and Lieutenant.
After retiring from the Pharr Police Department in 2011, Chief Guerrero joined the Texas Attorney General’s Office as a Sergeant Special Crimes Investigator assigned to Laredo, Texas, where he investigated money laundering activities connected to drug trafficking organizations operating along the Texas–Mexico border.
In March 2018, Chief Guerrero was appointed Chief of Police for the City of Donna, where he continues to lead the department with a strong emphasis on professionalism, officer development, community engagement, and modern policing strategies.
Chief Guerrero holds a Master Peace Officer License issued by the Texas Commission on Law Enforcement (TCOLE). He completed the Texas Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College. He is currently attending the University of Texas Rio Grande Valley Certified Public Manager (CPM) Program. He is also pursuing a Bachelor’s Degree in Organizational Leadership at South Texas College.

Administration Division
The Administration Division provides leadership, strategic planning, and operational oversight for the Donna Police Department.
Division personnel oversee departmental policies, budgeting, personnel management, training initiatives, and long-term strategic planning.

Patrol Division
The Patrol Division is the largest and most visible division within the Donna Police Department and serves as the frontline of public safety operations.

Communications Division (911 Dispatch)
The Communications Division serves as the central hub for emergency communications within the City of Donna.
- Receive and prioritize 911 emergency calls
- Dispatch police, fire, and EMS units
- Monitor officer safety and status in the field
- Coordinate emergency responses between agencies
Criminal Investigations Division
The Criminal Investigations Division conducts follow-up investigations into criminal offenses occurring within the City of Donna.

Community Policing Programs

The Crime Victim Liaison assists crime victims by providing information, support, and referrals to available services and resources.
Records Division
The Records Division maintains official police documentation and processes public records requests in accordance with the Texas Public Information Act.

The Donna Police Department promotes crime prevention through education, outreach, and partnership with the community.
