Position Title:

Planning Director



Reports to:

City Manager









Under the direction of the City Manager, the Planning Director directly overseas the Planning/Community Development, Building Inspections, and Code Enforcement Departments; Manages planning and zoning cases and redevelopment projects, land acquisitions and disposition, and project development to insure subdivision and zoning ordinances as adopted by the city are enforced.  Reviews and makes recommendations on subdivisions, site plans, and rezoning requests.  Planning Director coordinates and monitors all program projects and fund requests with the Hidalgo Urban County Program.  Develops maps and other graphic presentations to illustrate land use plans and planning concepts.  Presents information to the Planning and Zoning Boards, Zoning Board of Adjustment and City Council; complies data and prepares reports.  Coordinates with Citizen’s groups, advisory boards and commissions; develops cooperative professional relationships with local business, developers, realtors and contractors.  Performs other duties as required.



Bachelor’s degree in Planning, Business or Public Administration preferred.  At least five (5) years’ experience in planning department or related field will also be considered.  Requires knowledge of the principles, methods and practices of the city planning, thorough knowledge of laws and ordinances affecting planning, development and zoning processes.  Understands trends at local, state and national levels and utilizes new concepts for managing growth and development.  Must possess significant project planning and development review experience.  Some knowledge in municipal grant writing and grant management.  Knowledge of various computer programs including word processing and spreadsheet software. Must have good verbal and written communication skills and research capabilities.  Must have a valid TX driver license with a satisfactory motor vehicle record and able to satisfactorily pass a criminal background check and pre-employment drug screen.
