Supervisor’s Title: City Manager and/or assigned supervisor
Person will be in charge and responsible for building plans when submitted to the city by home owners, contractors, sub-contractors developers for proper review and issuance of city permits. Incumbent will perform and coordinate building and health (food related) inspections on a daily basis as requested by contractors, sub-contractors (plumbers, electricians, etc.) or as required by city ordinances. Incumbent will also issue violation notices, stop work orders and citations as deem necessary within the scope of building codes, maintains records for building codes, coordinates information among departments, conducts research on building and code enforcement issues when necessary, testifies in legal proceedings regarding city codes. Incumbent will make presentations to City Council and/or Planning and Zoning Board when required, has daily contact with General Public, Mayor/City Council Members and other governmental officials and agencies which requires tact and diplomacy. Supervise the Permit and Code Enforcement Division personnel. Other work related duties as assigned by City Manager and/or Supervisor.
Proficiency with office software applications (Windows/MS Office or comparable) 35-40 WPM, use city vehicles for official use and knowledge of two-way radio.
Incumbent will works indoors in a well-lighted air-conditioned office and outdoors to conduct building and health inspections on construction sites and business sites throughout the City Limits. This position has some significant hazards and physical demands are moderate.
Examples of Work Performed:
Reviews applications for building and business permits including but not limited to electrical, plumbing, mechanical projects and food establishments.
Ensures effective and timely processing of applications and issues permits.
Conducts regular inspections throughout the City for compliance with building, development or construction requirements and to insure and prevent violations of City Ordinances.
Enforces compliance Building Code requirements as adopted by the City.
Be knowledgeable of Zoning Ordinances, Zoning Maps, and subdivision plats for compliance with construction regulations.
Maintains daily records of inspections and other related activities using computer.
Perform plan reviews to ensure compliance with City Codes.
Supervise inspections/code department personnel, performs other duties as required or assigned.
Duties include considerable bending, lifting, carrying or walking and using force equal to lifting 20-25 pounds.
Education Requirements: High School Diploma/GED equivalent, college or junior coursework a plus. Valid Texas Driver’s License. One year or more of experience in building inspection department or construction field. Must have a State Certification in Electrical, Plumbing and/or Mechanical field or be able to obtain one within 6 (six) months of employment. Must have a good verbal and written communication skills and research capabilities. Preferred Bilingual/English/Spanish, some knowledge of zoning, building and related codes of ordinances.
